In this tutorial we will create an effect similar to the header of MSNBC.com. You will be able to use this effect as a header, CD cover, or whatever you want. I will only show you the technique; you will be able to use your imagination in order to get better results using different colors, filters, and so on.
Open a new document, 800×600px, and transparent background.
With ((Gradient Tool)), trace a gradient from the center of the document using #000000 and #1d2431.
Create a ((New Layer)) and fill it in with black.
Select black as the foreground color and a medium grey as background.
Go to ((Filter))-((Render))-((Fibers)). Variance: 36,Strength: 1.
Then ((Filter))-((Blur))-((Motion Blur)).
Double click the layer to open ((Layer Styles)) and apply ((Gradient Overlay)).
For this gradient, I used these colors: #930093, #0000ff, #00ff00, #ffff00, and ff0000.
Select ((Pen Tool)) and trace something like this.
Press Ctrl + Enter to transform the trace into selection.
Now ((Select))-((Modify))-((Feather)): 30px.
Then go to ((Layer))-((Layer Mask))-((Reveal Selection)).
