Press Ctrl + F to repeat the effect.

Go to ((Filter))-((Stylize))-((Wind)). From The Left.

Press Ctrl + F to repeat the filter.

Place the rectangle in its original position. In order to do so, go to ((Edit))-((Transform))-((Rotate 90º CCW)).

Then go to ((Filter))-((Distort))-((Polar Coordinates)): Rectangular To Polar

Now ((Filter))-((Blur))-((Motion Blur)).

Press Ctrl + U to open the Hue/Saturation window. Select Colorize and enter the following values.

Then press Ctrl + T to activate ((Free Transform)). In the options bar, enter 35% for the height. Press Enter.

Duplicate this layer (Ctrl + J) and change its style to ((Screen)).

With ((Free Transform)), rotate the duplicated layer a few degrees.

Duplicate the layer again and rotate it a little bit.

We are trying to create some sort of star.
