Fabulous Lights Effect

We will create an amazing light effect in a few steps. In order to do so, we will use a brush and we will apply different styles, such as ((Shape Dynamics)), ((Scattering)), ((Smoothing)), ((Protect Texture)). Also ((Outer Glow)), and the filter ((Clouds)).

Open the image.
Create a ((New Layer)).
With ((Elliptical Marquee Tool)), draw a circle over the cup of coffe.
Fill it in with white.
Now go to ((Filter))-((Blur))-((Gaussean Blur)).
Create a ((New Group)) and change the style to ((Color Dodge)).
Place the layer inside the Group.
Then go to ((Window))-((Brushes)).
((Shape Dynamics)).
((Scattering)).
Create a ((New Layer)) and place it inside the Group.
With the brush style, create shinny sparkles over the cup of coffee.
Double click the layer and apply ((Outer Glow)).
Accept the changes.
Create a ((New Layer)), place it in front of the other ones and outside the Group.
Change the layer style to ((Color Dodge)).
With ((Elliptical Marquee Tool)), create a circle, 2 times bigger than the cup and place it above the said cup.
Then go to ((Select))-((Modify))-((Feather)): 40px.
Finally ((Filter))-((Render))-((Clouds)).
Press Ctrl + F to repeat the effect.
This is the final result.
