Open the image where the person you want to censure is.
With ((Elliptical Marquee Tool)), create an oval selection in the person’s face.
Go to ((Filter))-((Blur))-((Gaussean Blur)), 9px.
You just need to go to ((Filter))-((Pixelate))-((Mosaic)) and apply the value that appears in the image below.
Done, the face is censured.
