Interesting and simple retro wall paper. You will be able to use it as a pattern. The key of this effect is the layer’s adjust ((Posterize)).
Open a new document (500×500px and transparent background).
Select ((Gradient Tool)), ((Diamond Gradient)), with a default Photoshop gradient: “Blue, Red, Yellow”.
Now go to ((Layer))-((New Adjustment))-((Posterize)).
The other way of creating the poster is with the same colors, but inverted, and the gradient ((Radial Gradient)).
Go to ((Layer))-((New Adjustment))-((Posterize)).
Download one of these human silhouettes BRUSHES.
Install it in Photoshop.
Then apply them in the center of the document, in black.
Done!
