Bubbles Brush

I will show you how to create bubbles by simply using a brush.
Open a new document, 400×400px, with transparent background.
Create a linear gradient with different blue tones from bottom, upwards.
Install the brush I enabled for you to download. Create a ((new layer)). Select the brush and with ((Brush Tool)), paint the bubbles.
