Open a new document, 640×480px, and white background.
To begin, create a radial gradient as the one that appears below.
Go to ((Filter))-((Render))-((Lighting Effects)). Change the values you see below.
((Filter))-((Stylyze))-((Find Edges)).
Press Ctrl + I to invert the colors.
Duplicate the layer. Go to ((Edit))-((Transform))-((Flip Vertical)). Change the layer style to ((Lighten)).
Press Ctrl + E to unify the layers. Duplicate the layer. Press Ctrl + T to ((Free Transform)), right click, select ((Rotate 90ยบ CW)) from the drop down menu.
Change the layer style to ((Linear Dodge)).
Duplicate the layer. Then go to ((Filter))-((Sketch))-((Chrome)).
Change the layer style to ((Linear Dodge)).
Finally, go to ((Image))-((Adjustments))-((Hue/Saturation)).
Duplicate the layer and you will get this result.
